Quick background blur or change on mobile

Need: In the fishing world, there is a demand for an application that can quickly change / hide your background. 

Target Audience: Not tech savy. Most don't own computers.

Platform: Could be an enhancement to lightroom mobile or photoshop elements. Would also have use within photoshop.

Idea: User quickly outlines subject. Quickmask feature selects it. Use then can select different background effects/styles/blurs to alter background. Remove houses could also get a lot of mileage if trees are next to them.
