Scale content to artboard similar to CRTL- Alt-F in AE

I have a script to fit layer content to the canvas using 3 methods;

I don't think that it would work correctly on an artboard though and would need adjusting.

Does this keyboard command exist? I have a smart object in PSD that is a few pixels off from the edge of the artboard... there must be a keyboard shortcut that expands the SO to fill??

Why? 

I suppose you could achieve this with a Script and apply a shortcut to that. 

Please provide a sample file and screenshots (with all pertinent Panels visible) to clarify the intended result.
