Shift key Proportional Scaling

Hi. Can I suggest that you stop changing the proportional scale short cut. I have always used shift key to maintain the proportions when caling, then it changed to not using the shift key, then just as I was getting used to is it changed back to using the shift key to maintain proportions. Now it's back to not using the shift key. Is this a bug or can I just make it so I use the shift keys forever after?
