Suggestion for a Neural Filter function: de-screen printing artifacts

Images that are printed in newspapers or magazines are "screened" before printing and consist of specific dot patterns. A neural filter similar to the "remove JPEG artifacts" filter that reduces/removes the effect of the screening patterns would be very useful.
