Textile designer plugin - why do we have to pay for it?

I've been using Photoshop for over 20 years as a designer and I also teach many classes with various Adobe Software in London. I wanted to work a bit with textile designer in order o create new classes. Why do I have to pay for a plugin that should exist as a panel in Photoshop? Over £300 for the plugin and Aquario doesn't offer any discount for tutors.

Can't Adobe simply incorporate it to Photoshop?

Why do you feel it should be a standard addition to Photoshop?

The plugin was temporarily a free download while in beta when Aquario first developed it. It is a common business strategy to switch to a paid product when it leaves the beta phase.

PS I do agree the pricing is quite opportunistic by Aquario. The repeater functionality (by itself over $100 per year!) is a standard part in other design software, including Illustrator and PhotoLine.

It seems the user pays for 'convenience' to have this in Photoshop.
