The ever changing Photoshop toolbar

I appreciate that a product like Photoshop evolves over time.   However, over the years, I've found it frustrating when I am using a certain Toolbar configuration and an update changes it.    A better UX would be "Hey here's a new Toolbar config we think you'll like" and let users make those decisions, instead of changing the UI like this.

I found that my custom workspace setting transfer all well with each new version, is that not your case?
If I even change them, or add new ones I make sure I save them as back up in case it happens, but it never have for me.

EDIT: In case you need to retrieve the workspaces from another version, here is the path where all the workspaces are saved by default
(on a PC)
C:\Program Files\Adobe\Adobe Photoshop 2023\Required
