Transformation Handles always on screen

There are PLENTY of times where I will be working on a large file and need to rotate or otherwise transform a layer. When transforming the layer, I need to be up close to transform very specifically. Oftentimes, the layer I want to transform is so large that the transformation handles are off screen. I would love it if the handles were always on screen and didn't require me to zoom all the way out to make a precise transformation.

      As an alternative, while zoomed in, you can use the keyboard arrow keys to move (when using Ctrl+T) or click in the options bar after selecting Transform Scale or Transform Rotate and type values or again use the arrow keys in those boxes to transform in precise increments.
