2MB Limit checkbox for Export Frame (to allow YouTube upload of thumbnail!)

PLEASE give us a "Limit exported frame size to 2MB" checkbox in the Export Frame pop up window!

Why?  Because YouTube only accepts thumbnails up to 2MB in size!  Having the option to export a thumbnail frame up to 2MB in size directly from Premiere would save users the tedious step of having to resize their exported frame to under 2MB afterward.
