A long export "bug" using preview files to export

if you go to the export tab and select use previews, it only works in the same codec for example prores 422 HQ can only be exported with 422 HQ. some years ago it used to work with every combination, you had prores 422 HQ as sequence and made previews you could use them to export h.264 and h.265 or even just prores 422 LT or Proxy.
