A Viewer App for premiere environments to share project files without exporting media

IT would be awesome if there was a free app that would allow people to open Premiere Pro Projects and view any timelines inside of them - WITHOUT having to export the media. 

I work for a TV network - and we have hundreds of PPro editors. We eat up gobs of network disk space exporting timelines for approval to people who don't have the adobe suite. Approval/revision/approval v2/revision etc etc. Each one being backed up from the network disks...

If we could just sent the project file that would be a few kilobytes. The UI could just present a list of the sequences in the project and the managers could open the files since the will have access to the same network media we're editing off of. 

Sure, there are times we'd still need to export, but when something is still inside the organization - it would just be a huge huge time and disk space savings. 

We don't need any editing or anything - treating the file as a read-only. (if you want to build in some sort of frame-io type of extention feedback loop for v2 that's fine. but v1 would be just a viewer and a list of timelines. If media is offline then that's fine - we should be made aware our projects are messy from the managers!)
