Add scripting for caption Track object

Captions are past the toddler stage. Official request to add the captions Track object via scripting.

Why?

This would help extensions automate more of the captions & graphics workflow, and skip the roundtripping of export captions -> SRT/CSV/text file -> import -> parse.
