Allow "Include HDR 10 Metadata" to be enabled with Hardware Encoding

While you can still export HDR content using Hardware Encoding 2100 PQ, you cannot "Include HDR 10 Metadata", unless you use Software Encoding. Adding the ability to "Include HDR 10 Metadata"while using Hardware Encoding would help greatly speed up exports for HDR videos. This would help give YouTube more information about your videos to display them correctly.
