Allow Project Manager "Consolidate and Transcode as Individual Clips" To Honor In/Out on MP4s

When dealing with .mp4/.h264/HEVC or other intra-frame source media, allow the
Project Manager/Consolidate and Transcode/Individual Clips feature to export individual clips that retain in/out points. Currently, the entire clip is exported. This is not the expected or desired result.

The Consolidate and Transcode function is handicapped in contemporary workflows by the lack of this seemingly basic functionality.

Plume Pack appears to do exactly what is needed and it's always a bummer when I have to buy extra things to make Adobe apps work.

Inspiring

Been wailing into the void for a decent project manager 2.0 for years. The lump everything into a big hot mess of a folder approach is "not the vibe." AEs project collect almost always works and makes reasonable folder choices whereas the Premeire one does not. Hoping we see movement on this one soon!
