Allow same shortcuts for Go To Next/Previous Edit Point and Go To Selected Clip Start/End!

I have the up/down arrows set as my shortcuts to jump between clips in the Timeline.

I want these SAME shortcuts to also allow me to jump to the first/last frame of a clip in the Effect Controls window when it's the active window.  Unfortunately Pr doesn't allow the same shortcuts to be assigned to these functions, which is a pity since it would be a lot handier to use the up/down keys to navigate both the timeline AND the Effect Controls window rather than needing different shortcuts for each.  Please allow this since there's simply no good reason not to.  Thank you.
