Allow the Crop tools shown under "Motion" in the Effect Controls window to act the same as the Crop effect when selected—to allow adjustments in the Program Monitor, instead of only being able to scale the clip.

Currently, if you select one of the Crop tools under “Motion”, if you attempt to adjust the crop in the Program Monitor it only allows you to adjust scale. 
It would be helpful if this acted in the same way as the Crop effect found in the Effects panel, which can be adjusted by the on-screen controls in the Program Monitor.
