Bring back proper auto reframe.

Issue: Auto Reframe no longer tracks a person's head in a static talking-head shot. The Analyze function does nothing.

Steps to reproduce:

Create a 9:16 sequence from a normal 16:9 talking-head video.
Apply Auto Reframe to the clip.
Set Motion Tracking to Faster Motion.
Click Analyze.

Expected result:
Premiere should analyze the clip and generate Position keyframes that automatically move the 9:16 frame horizontally to follow the person's head, as Auto Reframe has done in previous versions.

Actual result:
Nothing happens when I click Analyze. No useful analysis occurs and no tracking movement/keyframes are generated. The vertical frame does not follow the person's head.

This workflow has worked for me many times in previous versions of Premiere. I am not trying to learn how to use Auto Reframe; I am reporting that the functionality itself is no longer working as it previously did.

This is particularly frustrating because Auto Reframe was extremely useful for exactly this type of static talking-head footage, and the current behavior makes the feature effectively unusable for that purpose.

You took away an incredibly useful tool for literally nothing.
