Bug: "Enhance Speech" Effect Inconsistently Loses Applied Enhancement (v25.2.3)

Details: The "Enhance Speech" audio effect intermittently loses its active enhancement despite its toggle remaining in the "on" position. The audio reverts to its unenhanced state, requiring manual toggling of the effect off and then immediately back on to restore enhancement.
Steps to Reproduce:
Apply the "Enhance Speech" effect to an audio clip.
Toggle "Enhance Speech" on. Enhancement is initially active.
Continue editing the project (e.g., playback, applying other effects, saving, nesting clips).
Return to the enhanced clip for review.
Observe that enhancement is lost (original noise returns), despite the toggle appearing "on."
What should have happened? The "Enhance Speech" effect should remain consistently active as long as its toggle is "on."
What actually happened? The enhancement is intermittently lost, forcing repeated manual toggling (off/on) to restore it. This leads to workflow disruption and potential audio degradation.
