Captions should not default to straight quotes and apostrophes when transcribing

I noticed that the captions default to straight quotes and apostrophes in the captions.

"This isn't right."
“That’s better.”

And in some fonts, if 'smart quotes' are turned on, you may get a white square instead of an apostrophe ... just a warning. That's been posted on the forum here by a number of folks recently.

And what makes this really bad is that if I actually type in some text, PPro defaults to curly quotes, so I get a mix of straight and curly quotes in my subtitles. AWFUL!
