center tracks based on height of Timeline window when making tracks taller

When I make tracks taller, it'd be extremely helpful for Premiere to keep them centered according to the Timeline window height. Example: When I make my audio tracks taller (Opt-+), this happens:

It'd be extremely helpful if this happened instead:

I don't know any situation when I want tracks hidden from view when my Timeline window is tall enough to show all of them. I don't want things to happen by accident within those tracks I can't see.
