Chapter marks do not embed in mp4 files even though that option is shown as a checkable box

I can add chapter markers to the Premier timeline, and when I go to encode out to an mp4 file, the metadata allows the markers box to be checked, and says it will encode into the mp4 stream. When I play this a player such as the VLC player, the chapter markers are not included. However, these chapter markers are included if this is done in Davinci Resolve, and are present in the video player like the VLC player.
