Connecting IN/OUT points with scrubber

Is it possible to have the In & Out points connected with the scrubber in the source window?  I just want my IN point set a few seconds before the scrubber and the OUT set a few seconds after but then those points will move along with the scrubber through the remainder of the source video so i'd always be cutting the same length of clip to my Timeline just at different points in the source video.
