Creating clips based on motion detection

Is there a way to have Premiere detect when something starts moving in a video and either generate a marker or, better yet, a bin of subclips that contain only the moving bits?

 

Example: Imagine a static shot of a road with intermitant traffic, and you only want the clips that have vehicles passing by. I am going to have hours of footage that I need to trim out the "dead air" and have individual clips of the live traffic, and would rather let out AI overlords handle this task if possible.

 

I have tried using the scene edit detection feature, and there must not be enough of a change for it to detect as there were no markers/clips created.

This looks like it would be awesome and exactly what I need, if my machine would allow me to use it. The command prompt just goes away. Thanks for the suggestion!
