Default folder for importing and exporting project media

I have been using Premiere since 2001.  One thing in particular has always bugged me, and this is still the case in CC 2023.  After I create a new project, when I go to import media - either directly or using the media browser, Premiere defaults to looking in the last folder I used to import media, which is always the previous project I worked on.  I don't want it to do that.  I want Premiere to default to the folder of the project I'm currently working on when importing media.  Likewise, if I am exporting media from a project directly from Premiere, the default location to save the file is the last place I saved a file, usually in the folder of the previous project I worked on.  At least Media Encoder has the good sense to save to my current project folder by default.  Why can't Premiere do this at the other stages of a project?
