Disable Zoom on Program Monitor

Hi Adobe, if you're listening I just want to add my request for the ability to either disable the zoom when you scroll your mouse wheel  when  hovering over the program monitor. I seem to spend almost as much time resetting to fit (to centralise) then to 100% as editing. Which in my humble opinion is poor UX. 

One idea may be to have the ability to allow the users to decide if they want to scrub through the timeline or zoom, or disable. I see a lot of people requesting the new feature rolled back to the scrub function. This idea could be a win, win, win.
