EFFECTS TAB on EXPORT: number of channel in loudness normalization should be equal to audio tab

Exports sometimes fail if the number of channels in the volume normalization on the “Effects” tab does not match the number of audio tracks in the SEQUENCE during export. This is a complete conceptual error!

Why does the normalization effect NOT follow the number of tracks as defined on the “Audio Export” tab?

Imagine a sequence with 16 mono audio tracks (20 + 51 OV, 20 + 51 M&E) from which I only want to export the first two tracks as a stereo audio file:

If I want Premiere to check the audio's compliance with EBU R128, I have to set up the export in a very cumbersome way. According to the currently defined workflow, I have to define the volume part for all 16 audio tracks specified in the sequence properties, even though I am only exporting a stereo file. In practical terms, I have to add all these channels just so I can disable them again. Why do I have to do this to export an EBU R128-compliant stereo audio file?
