Feature request/Bug report: Disable mouse zoom in program monitor

The new update of premiere pro locks the user into having to zoom in on the program monitor by using the mouse wheel instead of having it locked and zooming in and out with the scale drop down. 

My feature request is to please allow us to disable zooming with the mouse in the program monitor. In my opinion it would make more sense for the default behavior to be how the program monitor has acted up until this point - with zooming by selecting different scales.  And the ability to enable mouse zooming as an option makes more sense to me.
