How come there isn't a way to apply MOGRTs to all captions/graphics?

How come there isn't a way to apply MOGRTs to all captions/graphics without a tool like Captioneer or Submachine? *Surely* there should be a native way to apply this in Premiere? It seems obvious so maybe I'm missing something, but when even free tools can do animated/karaoke style captions and Premiere (a subscription based professional tool) cannot then something is clearly wrong.

      It is a frustration, but apparently not created to allow a programmatic application. The’ve responded to at least one feature request that they’ve heard the high interest in animated captions.
