I don't want to switch to After effects to just create a dashed line

You could use the Pen tool in Premiere Pro and apply a Venetian Blind effect to it? It’s not as simple as you may wish but it is done without switching to After Effects and with the Transition Completion control you can customise the dash widths as you wish.
