Is there a way to make a double click on the mouse a command for toggling full screen?

This is the case in most operating systems and video platforms. So it would make sense that it will be similar to them

Feature request are not implemented overnight.

Some will make it to the top of the list, some at the bottom, or maybe not at all.

No there isn't. One challenge would that double clicking in the Program Monitor already exists for selecting and moving or editing elements (titles graphics, clips, etc).  However there is a double-arrow icon in the top right header bar, or you can map the keyboard command "Toggle Full Screen" to whichever key combination you prefer.

Thanks, but this feature request thing is useless. So far I haven't seen feature request to be actually added to the program, once it was posted here

No, but I'll move this to the feature request section of the Premiere Pro forum.
