Make "Activate Direct Manipulation in Program Monitor" shortcut work from Program Monitor!

The fact that this shortcut only works when the Timeline is the active windows makes no sense! Why would a shortcut that is meant to be used in the Program Monitor not work when the Program Monitor is the active window?

Please fix this!
