Make batch exporting Premiere Pro as a whole for a new PC a thing...

I have concern as to how this isnt already a thing for Adobe, since they are a large company, also taking a lot fo my money each year.

I have a new computer, and would like to transfer all of what i have on my current PC, LUTs, Transitions, Overlays, Titles (over 400) to the new one.

I don't understand why this isnt a feature, to be able to export a premiere version from one pc to the other. I have multiple people i work with who would love to be able to do the same. 

Installing all these one by one on each pc would take endless hours.
