Make Display Color Management a Global Preference, Not Project-Specific

Premiere Pro has a quirk where some settings, including Display Color Management, are tied to individual projects rather than global application preferences unlike Photoshop, which allows users to configure settings before even opening a file.
Currently, Display Color Management is grayed out when no project is open. Users must first enable or disable it within an active project, after which the setting persists for subsequent projects unless changed again.
Since Display Color Management directly affects how colors are displayed across all projects, it would be more intuitive and efficient if it were a global preference rather than a project-specific setting. While this behavior may be due to Premiere Pro’s reliance on sequence settings for color management, making this option available in global preferences would enhance usability and workflow efficiency.
