Need elegant recovery from locating assets in a cloud location

I've run into this issue a couple times. Granted, it's an edge case, but I've run into it a few times. Tools like Google Drive and OneDrive both have an issue where if you have a lot of items in their upload queue, they don't prioritize downloads. This causes issues in both Premiere and After Effects where files are seen as missing and since they won't/can't download, the locate modal gets stuck on a spinner waiting for the drive to respond. The cancel button has no effect.

Can you create a time out that will escape out of that situation?
