For doing home movie film transfers we need sequence settings that offer variable framerates, or the silent film framerates of 16fps (16mm, Regular 8mm silent)  or 18fps (Super 8).

Use Match Sequence preview settings.

Then convert to H.264 with Shutter encoder.

You are correct.  If create a new sequence from 18fps clip, the sequence is 18, and I can change pixel dimenstions to standard.  But when I go to export and pick h.264, and then pick "match source" it gives me 15 fps.  And there's no way to dial in 18.  It just shows the presets.  Need 16 and 18 as a preset.

Those framerates are not variable, they are regular framerates.

Drag a clip into an empty timeline and it will give you the desired framerate.

Or new sequence from clip.
