Non subscription service for entry level

Heya, I was just wondering about if there is a possibility for a entry level non subscription purchase of Adobe premier etc. In many cases graduates independently starting out have little to no money and lose momentum when faced with overheads, I was just hoping that maybe Adobe would consider an option for a cheap one off purchase perhaps with no updates and services that a person could purchase and start out with and then with some success develop to the subscription service, I would love more companies to consider this. There will be no entry level option whatsoever. The last time premiere Pro was offered on a non-subscription basis, it cost almost $1,000 USD up front by itself. That price would have been even higher today had the perpetual license model continued.

As for the suggestion of Premiere Elements, be aware that it will be missing some of the features that you may use frequently, and that it has absolutely no software H.264 or HEVC encoder on its own (you will be stuck with GPU hardware encoding or "native" Microsoft Media Foundation encoding, depending on the capabilities of your GPU).
