Open project default location

I have noticed that the default save location for projects is Documents/Adobe/[Version]

Often when I go to open projects, this is NOT where Premiere directs me to first. It usually directs me to the last folder I was working on within a project. It feels like the default behavior should be that the "Open Project" selection EITHER opens the default save location OR the most recent location a project file was opened from.
