option to disable zoom using scroll wheel in Program Monitor

The ability to zoom using scroll wheel in the Program Monitor is interesting, I imagine it’d be useful in programs like Photoshop. However, in 20+ years of using Premiere, I’ve never once needed it. However, multiple times a day, I’m plagued with accidentally triggering zoom in the Program monitor due to mouse scrolling. I have “Fit” in Program Monitor mapped to a keyboard shortcut; but I’d like to be able to disable this feature entirely. Frequently, when I’m doing resizes/repositions, I do them too small because the Program Monitor has zoomed in without me knowing it. I have to go back and fix all of my key frames.
