I took a screenshot of what I mean. I added a screenshot, take a look.
Namely: in order not to adjust the scale manually, you can simply adjust the size of the 4k video to the size of the 1080 project with one click, that is, quickly reduce it by half.

And also center the anchor point. This is present in AE, it should be in Premiere.
