Please, please bring back the Export Floating Panel!

I can't stand that Export is a workspace. This workspace panel, is not moveable to the top of other windows. How does everyone work like this? Are you moving windows out of your way? The Export window is the home window, which is permanently stuck at the bottom of the window stack. How do you work this way?

I loved clicking Export and having a dialog box popping up in front of everything else. Why did it change? It's rediculously bad to my workflow. I have retreated back to V 22.3 just to have this feature. What else can I do to have the Export Function Window on the top?
