Premier, sequence upgrade capability

Please add the ability to lock video and audio layers vertically with “In and Out” points in any Premiere Sequence. Currently, we can only lock layers horizontally for the entire duration of a layer.

locking layers vertically with In and Out points (or durations) will protect my work while editing and still allow access to all layers beyond the Out point.
