PreRoll Record Handle lenght and mode

For recording voiceovers in Premiere Pro, I would like to have the following two features:

1. Record the PreRoll time so that I can apply effects such as fades afterwards.
   (Input: HDSP AES 32 1/2, Livemix with DHD Mixing Console)
2. The ability to mute the input during the PreRoll time.
