Provide "Open as read only" option in Production

In production mode:

Having an "Open as read only" option when opening a project would remove an unnecessary step for every projet you have to open read-only to let other users modify them. Currently it opens as read only automatically when the project is already in use, but default to read-write otherwise.  We are then forced to change the status of of each opened project one by one and loose time waiting for it to reload again.
