Read obs chapter markers (OBS 30.2)

Hello,

one of the latest OBS updates (V 30.2) introduced the ability to add markers to the video using shortcuts. However, these markers are currently not recognized by Premiere Pro.

This functionality would be very useful during the editing process, and it would be great to have it integrated into Premiere Pro.
