Separate "Import" section in Preferences

The request is to group all handling of any media import to a separate section in preferences. Currently importing options are scattered haphazardly between lists of check boxes in sparley connect idea groupings and yet it still feels as if some import options are also missing.

Tuning off one feature such as "Generate waveforms automatically during import" might not stop Premiere from generating peak files for all media at startup.

Having a settings section that doesn't confuse the app as to how media is processed should also speed up workflow. Some systems don't have the capacity to run a whole lot of background tasks and should then be able to turn off the system bloat.
