Standalone proxy converter

I'd like Adobe could implement a standalone free proxy converter for Premiere Pro, like Blackmagic has it.
My workflow depends a lot of proxies, since my files are always starting from 4k to higher res and I work a lot with heavy files.
Here is my editing workflow. The raw footage cames from outside on cards, I ingest these cards to a NAS and convert proxies using a server computer. This proxies goes to a folder on the server that mirrors de NAS structure folder.
Editors then inport raw footage and attach the proxies from that especific folder.
The server does this 24/7, avoiding the loss of time from editors to do this manually every time they import footage.
I would like to see some standalone tool from Adobe that could make this convertions, appending the _Proxy to file names and producing theses files already with proxy markers.

Yeah, Neil. I'm familiar with Media Encoder but seems Watch Folder doesn't work like I said. It only watches files in a specific folder and converts all of them toghether into another folder..
What I need is a converter that watches the hole folder and subfolder structures and replicates in another place, mantaining this hole structure but copying the converted files with "_Proxy" in file names and the same proxy watermark Media Encoder prints in converted files, instead the originals.

Are you familiar with using MediaEncoder especially with watched folders?
