As Stan said, there isn't one for the divider iteself. Idea request thing perhaps ...

This adjusts the track heights, I use these actions every day.

Maybe this will clerify what I'm looking for:
If I use the 'scroll vertically' it does keep the track height, but will only scroll either the video or audio tracks depending on which section my cursor is on. I want both audio and video tracks to scroll uniformally. Hopefully that makes sense. 

I don't see one for the A/V divider itself. Other tracks: Hover over the track header area. Shft+scroll all tracks; Alt+scroll single.
