When using the Voice Over Tool you can define pre- and postroll-time.

If you have to stop the recording an continuing it will be helpful if premiere records the preroll time in the case the speaker starts a few frames to early.

In the timeline of course the voice over clip has to cut in where marked to start even with the playhead or Mark In.

But if you have the oppurtunity to trim the clip (to start earlier as planned) you can save oneself to repeat the take.

And to add that thought (wich I love !!!!)
It would be helpful to give the user the ability to mute the input during the PreRoll time.

Because I really like to have a muted microphone while listening to the righ before recorded seconds for adjusting the levels in an external mixing console
