Why are major UI changes not optional?

Why are major UI changes not optional? For example:

1) You used to be able to mouse wheel anywhere on the Program screen to move on the timeline, now it zooms. Who needs to zoom so often that it's now a mandatory function?

2) The new transition UI on the timeline takes special luck to move. You click right on it and move it and the media moves instead of the transition.

These are functions that get used hundreds of times a day. If you want to change them, make it an option that people can turn on, rather than wrecking our workflow with no recourse.
