Why can't I target a layer for new text and shapes?

I've found how to fix the bug where Premiere was pasting copies to the source's original layer rather than the target layer, but why is it ignoring my layer selection for new text or shape additions? It always dumps the text/shape on the lowest available layer rather than the one I select. Ridiculous.

(Version 24.6.1 running on Windows 11)
