Word-by-Word Caption Issue in Premiere Pro

Hi,

Why isn't Premiere Pro always able to create word-by-word captions perfectly?

I know you can activate 'Maximum length: 7', 'Minimum duration: 1.2 seconds', and 'Lines: Single', but this only seems to work about 95% of the time. Why not 100%? Sometimes I still end up with multiple words (three or more) in a single caption.
